Center-right MEP Siegfried Mureșan (EPP / PMP) will be European Parliament’s (EP) general rapporteur for the general budget of the European Union for 2018, the EP Committee on Budgets decided today. Siegfried Mureșan is the first ever Romanian Member of the European Parliament to hold this position.
MEP Mureșan is the Vice-Chair of the Committee on Budgets and has already worked on the EU budget. In 2016, he was EPP Group’s shadow rapporteur for the general budget of the European Union for 2017, and was part of the European Parliament delegation to the Conciliation Committee where the 2017 EU Budget, amounting to EUR 158 billion, was approved.
„It is an honour to take up this role. Negotiating the EU annual budget, which amounted to 155-160 billion EUR in the past years, is a very important mission and it comes with a great degree of responsibility. It is essential to continue financing EU’s priorities of economic growth through investments in infrastructure, research, innovation and youth employment, but also on strengthening the security of the European citizens”, said the center-right MEP Siegfried Mureșan.
Background
The European Parliament’s general rapporteur for the general budget of the European Union, sets EP’s political priorities for the EU budget and negotiates, in the name of the Parliament, with the EU Council Presidency and the European Commission the final version of the EU annual budget.
The annual budgetary procedure lasts from 1 September to 31 December. The European Commission puts forward the annual draft budget, which is submitted to the Council and the European Parliament by 1 September. The Council adopts its position on the draft budget and forwards it to the European Parliament before 1 October. The Parliament has then 42 days to adopt its amendments on the Council’s position. The Council may accept the amendments within 10 days and adopt the draft budget. If the Council does not accept the Parliament’s amendments, a Conciliation Committee is convened, composed of the members of the Council or their representatives and an equal number of members representing the European Parliament. The Conciliation Committee must come up with a joint text within 21 days.
Siegfried Mureșan, member of the European Parliament, elected in Romania in 2014, will be the European Parliament general rapporteur for the general budget of the European Union for the year 2018.
He is the Vice-Chair of the Committee on Budgets of the European Parliament, substitute member of the Committee on Economic and Monetary Affairs, substitute member of the Committee of Inquiry into Emission Measurements in the Automotive Sector and a member of the Delegation to the EU-Moldova Parliamentary Association Committee.
Siegfried Mureșan also serves as spokesman of the European People’s Party.
